Not sure if this is a Gruniad (sic) misquote or a mispoken phrase by the
CEO....either way on point and quite funny.

"Our aim is of course to fully understand this anomaly," said Stephane
Israel, Arianespace chairman and chief executive. "While it is too early to
determine the exact causes, we would like to offer our sincere *excuses* to
ESA and the European commission for this orbital injection that did not
meet expectations."

It's quite obviously an unfortunate and perhaps ironic
mistranslation on Israe"l's part, given that the French noun
for "apology" is "excuse".

As a Russian citizen I find this dicussion quite entertaining, though not
really ontopic.

I am really pleased by level of politcial correctness shown by Tomalak,
this is rare thing to find.

However, the space sector of Russian inductry is not quite well funded (I
saw an advert for engineers in some Space Constructing Bureau where salary
was stated for about $700, that is very minor for Moscow and certainly
below expectation of mission-critical workers) and there were serial faults
of space rockets that made the impression.

PS current Lada might be better than in 90ties.

No, it was NOT misdeployed. From the link you cite:

Officials confirmed a launch anomaly in a statement late Friday.
"Complementary observations gathered after separation of the Galileo FOC
M1 satellites on Soyuz Flight VS09 have highlighted a discrepancy between
targeted and reached orbit," Arianespace, the French launch services
company, said in a statement.

See? It is a "launch anomaly", a "discrepancy". Not a failure :-)
